In April of 2014 the U.S. Department of Agricultures (USDA) Animal and Plant Health Inspection Service (APHIS) proposed rulemaking which will increase various agricultural quarantine inspections (AQI) fees. Bryan Cooksey, president of McCall Service, a company that provides commodity fumigations, reviews this issue and explains why NPMA is part of a consortium advocating for H.R. 1091, which would require APHIS to use negotiated rulemaking concerning AQI fees.
