In late June, officials placed the region under temporary quarantine and said the state would no longer apply chemical treatments used to kill the insects, leaving that job to local governments.
State officials will continue to treat fire-ant colonies outside the region.
The quarantine covers 11 localities in South Hampton Roads and on the Peninsula.
