Presolicitation Synopsis: Pest Management Services: Perform integrated pest management services at the NAS North Island Commissary, Bldg 2017, San Diego, CA 92135. The Period of Performance is January 2, 2009 through December 31, 2009. This Request for Quotation (RFQ) will be issued on or about November 19, 2008 with a tentative closing date of December 4, 2008. The anticipated award date will be December 19, 2008. This procurement is being issued on an unrestricted basis. The North American Industry Classification System (NAICS) Code is 561710 and the business size standard is $7 million. This RFQ will be available on www.fbo.gov under ODA (Other Defense Agencies). Potential offerors are encouraged to use this web site to obtain a copy of this RFQ. DESCRIPTION: The Yakama Nation Housing Authority (“YNHA”) is requesting proposals from qualified, licensed firms to provide pest control services for properties owned and operated by YNHA on the Yakama Reservation.

The Yakama Nation Housing Authority (“YNHA”) is requesting proposals from qualified, licensed firms to provide pest control services for properties owned and operated by YNHA on the Yakama Reservation.

YNHA is the Tribally-Designated Housing Entity (“TDHE”) of the Yakama Nation and receives funding under the Native American Housing Assistance and Self-Determination Act of 1996 (P.L. 104-330) as amended (“NAHASDA”).  Indian Preference applies to this procurement pursuant to 24 C.F.R Section 1000.48-.52 and Section 7(b) of the Indian Self Determination and Education Assistance Act (25 U.S.C. 450e(b)).  Prospective contractors who claim Indian preference must provide evidence showing the extent of Indian ownership and interest.  Indian preference also applies to any subcontracting, training and employment for work performed under the awarded contract.

Background information. YNHA currently owns and operates 635 units of residential housing (rental and homeownership) for low-income Indian families on the Yakama Reservation.  These units are located in housing parks in or just outside of the cities of Wapato, Toppenish, and White Swan, Washington, and on scattered sites throughout the Reservation.  Currently, YNHA has 32 units that receive pest control servicing two times each month.  The number and specific locations of the units serviced may vary during the contract.

Scope of work. The Contractor will perform the following tasks for the buildings identified by YNHA: Conduct an initial inspection, to evaluate the needs of the premises and to present findings to YNHA.  The contractor should identify problem areas, discuss the effectiveness of previous efforts, and identify areas for access and any restrictions or special safety precautions.  Conduct regularly scheduled inspections, set out or collect traps, and treat units as needed. Conduct emergency inspections, in response to requests by YNHA for corrective action and treatment.  Emergency inspections, when requested, are to be performed within an eight (8) hour window during normal working hours. Conduct follow-up inspections in response to YNHA request, within one (1) work day after receipt of notification.  Call-back service due to contractor negligence will be at no charge. Conduct turn-over inspections and treatment (i.e., when units are prepared for occupancy), as requested by YNHA. Provide special service as agreed by the contractor and YNHA for pests not covered by routine inspections (such as for wood-boring insects, birds and snakes). YNHA seeks a contractor who can help YNHA identify pests and environmental conditions that limit the spread of pests, improve non-pesticide methods including sanitation and natural control agents, prevent pest entry and movement, and educate residents about pests and pest management. YNHA properties are residential in nature and the needs of the residents are the foremost priority.  Contractor is expected to follow Pest Control Service Guidelines as described in RFP packet except where Contractor specifically identifies situations where it follows alternative Guidelines.  For a free RFP packet, please contact Wade Porter or Elmer Schuster at 509-877-6171..
