Description
The Social Security Administration (SSA) headquarters in Baltimore, Maryland has a requirement for a Contractor to provide Pest and Rodent Control services. The Contractor shall provide all supervision, labor, materials and equipment necessary to accomplish the surveillance, trapping, and pesticide application components of the Integrated Pest Management (IPM) Program for SSA?s Main Complex buildings and other areas specified herein. The IPM is a comprehensive process for achieving long term, environmentally sound pest suppression through the use of a wide variety of techniques. The IPM includes not only the application of pesticides, but also encompasses structural and procedural modifications to reduce the food, water, harborage, and access used by pests. The following SSA buildings are covered under this requirement: Altmeyer, Annex, East High and Low Rises, West High and Low Rises, Child Care Center, Operations and the Supply Building. All of these buildings are located at 6401 Security Boulevard except for the Supply Building, which is located at 6301 Security Boulevard, and the Child Care Center, which is located on Perimeter Drive. The Contractor is also responsible for the surrounding grounds of these buildings configuration and the sidewalks surrounding the Main Complex. All Routine Pest and Rodent Control Services shall be conducted between Monday and Friday, excluding Federal Holidays, for all buildings unless otherwise authorized by the Project Officer. Some services may be required to be performed after normal business hours (after 6 pm local standard time). Additionally, the Contractor shall provide a weekly schedule for Non-Emergency, unscheduled inspections, pesticide application, baiting, trapping, etc. for specific offices and public space. Service Calls for the SSA Main Complex range from 10 to 30 per week and shall be responded to within two (2) hours. Emergency Services are also included in the requirement. Contractors shall be capable of responding to requests for Emergency Services within four (4) hours. The following pests are included: indoor populations of rats, mice, cockroaches, ants, flies, birds, bats, snakes, all vertebrates other than communal rodents, termites and other wood-destroying organisms, mosquitoes, secedes, pests that primarily feed on outdoor vegetation and other arthropod pests. Any of the above pests located outside of the specified buildings, but within the property boundaries of the buildings, are included. The North American Industry Classification System (NAICS) code for this requirement is 561710. The size standard for this NAICS code is $6.5 million. The SSA anticipates awarding a firm-fixed price contract for this effort. The period of performance will be for one year (12 months in duration) with four (4) 12-month option periods, if exercised. This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and Part 13.5 - Commercial Item Test Program. It is anticipated that the Request for Proposal (RFP) will be issued on or about March 12, 2008. The RFP will be issued under solicitation number SSA-RFP-08-1054. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media for downloading via the internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov.
