Description. This is a combined synopsis/solicitation entitled: ?Pest Control of Parklawn and Childcare Buildings.? You are invited to submit a proposal in accordance with the requirements of Request For Quotation (RFQ) CJG06X82. This requirement is for the Program Support Center Building Management Branch. The award shall be a fixed-price, simplified acquisition. This is a total small business set-aside. It will be Performance Based.
Please read the attached solicitation carefully and prepare your proposal in accordance with the requirements contained in Attachment A, Instructions to Offerors. Attachment A, contains the evaluation criteria.
Prospective offerors are requested to submit all questions in writing to cganey2@psc.gov or by facsimile to (301) 443-3238. You must reference the RFQ Number CJG06X82 . All questions must be submitted by 4 p.m., local prevailing time, November 16, 2005. The questions will be responded to in an amendment to the solicitation.
There will be a walk through on November 19, 2005 at 9:30AM at the Parklawn Building. Read Attachment A for instructions.
All proposals shall be marked with the RFQ Number CJG06X82. All Offerors shall submit five copies of both their Project Synopsis and Cost Proposal to this office no later than December 2, 2005 at 5PM EST. 5600 Fisher?s Lane Room 5-101, Rockville, MD 20857. No electronic or facsimile transmissions will be accepted.
It is the Offeror's responsibility to submit all proposals by the date and time specified for receipt of proposals. Proposals received late may not be considered. Please note that because of the increased security at Federal buildings, you must allow extra time for your proposal to be processed by security before being delivered to the receiving office above. Security will not permit the entry of boxes at the main entrances. Boxes can be delivered via the loading dock which is located at the rear of the building on Parklawn Drive. The Contractor or Courier must call 301-443-2475 to request an escort from the loading dock or package pickup. Failure to use the specified address could result in your proposal being delivered late.
This RFQ does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement.

Description This sources sought is set aside for Hubzone and Service Disabled Veteran owned businesses. The Contractor shall provide all labor, supervision, tools, equipment, supplies, water and transportation necessary to provide interior and exterior control, surveillance and inspection of nuisance, structural , medically important, ornamental, turf, vegetation and miscellaneous pests. The Contractor shall perform these services in the following areas: the golf course, athletic fields, parade grounds, Trophy Point, Generals quarters, and ranges. The Contract or shall: 1) be licensed, registered and certified by the State of New York, to provide pest control services, 2) use only pesticides registered with the EPA and NY State for the use intended, including labels and material safety data sheets for each pesticide, 3) comply with all applicable federal, state, local and installation laws, regulations and standards, 4) conduct all work in a safe manner and comply with installation requirements, 5) not mix or store any pesticide or pest control items on the installation, 6) perform work during regular working hours, 7:45 am-4:30 pm, Monday Friday, 7) prepare, submit, and maintain daily records and reports, 8) schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission, 9) perform unscheduled services as initiated by issuance of approved service orders, 10) supply all fuel, water, lubricants, and spare parts; provide repair and maintenance as necessary to keep all equipment in good operating condition, and take appropriate action during breakdowns or malfunctions, 11) provide surveillance/inspection and pest control services on a scheduled and unscheduled basis for cockroaches, ants, silverfish, spiders, mice, rats, and other crawling and flying insect pests, filth and cluster flies, spiders, fleas, bees and wasps, earwigs, ground beetles, and other crawling insects; mice and rats, food and fabric pests, such as Indian meal moth, saw-tooth grain beetle, carpet beetle and other stored products pests that infest commodities and fabrics, dead or live animals, such as bi rds, bats, geese, pigeons, raccoons, skunks, squirrels, snakes, feral cats, opossums and moles, mosquito larvae and adults, ticks, ornamental insects, disease and pests, weeds, herbaceous, broadleaf or woody saplings and seedlings, aquatic vegetation, smal l and large brush vegetation, such as poison ivy or barberry, and algae on turf or in ponds or lakes 12) utilize chemical control, including selective, non-selective, pre-emergent and post-emergent measures, 13) perform follow-up inspections and control procedures until the acceptable level of control is achieved, 14) control insects and disease on all plants located at the Generals quarters, including flowers, shrubs, bushes, trees, and plants in the greenhouse, 15) assign a project manager, 16) develop and submit a quality control plan, an annual maintenance plan and a written safety plan.
