Description
The VA Eastern Kansas Health Care System, Dwight D. Eisenhower VA Medical Center, Leavenworth, KS, intends to enter into a single, firm fixed price, contract for on-site pest management services. The contract resulting from this solicitation shall be for a base period, with the option to renew for two (2) additional one- (1) year periods. The Contractor shall provide all supplies, materials, equipment, labor, supervision, management and transportation to perform the Pest Management tasks. All work will be performed in accordance with the guidelines established by Federal, State and local ordinances and as shown in the National Pest Control Association's Good Practice Statements. Description
This procurement is unrestricted. Period of performance is one base year ending September 30, 2006 and four option years. The Contractor shall provide all labor, supervision, tools, equipment, supplies, water and transportation necessary to provide both interior and exterior control, surveillance and inspection of nuisance, structural, medically important, ornamental, turf, v egetation and miscellaneous pests. Interior Pest Management Types of Pests: dead or live animals such as birds, bats, geese, pigeons, raccoons, skunks, squirrels, snakes, feral cats, opossums and moles, cockroaches, ants, silverfish, spiders, mice, rats, and other crawling and flying insect pests, filth and cluste r flies, spiders, fleas, bees, wasps, earwigs, ground beetles, mice, rats, food and fabric pests such as Indian meal moth, saw-tooth grain beetle, carpet beetle and other stored products pests that infest commodities and fabrics, termites, carpenter ants, wood-destroying fungi, powder post beetles and other wood destroying pests Areas: buildings for training, maintenance, production, research, development, testing, storage, health care, administration, bachelor and family housing, food service, recreational and community activities and museums. Methods: chemical and mechanical control Exterior Pest Management Types of Pests: mosquito larvae and adults, ticks, weeds, herbaceous, broadleaf and woody saplings and seedlings, aquatic vegetation, small and large brush vegetation such as poison ivy and barberry, and algae on turf and in ponds and lakes Areas: turf and ornamental areas of the Generals quarters (including flowers, shrubs, bushes, trees, and plants in the greenhouse), golf course, athletic fields, parade grounds, Trophy Point, and ranges Methods: chemical and mechanical control, including selective, non-selective, pre-emergent and post-emergent measures In both the interior and exterior contracts, the Contractor shall: 1) be licensed, registered and certified by the State of New York, to provide pest control services, 2) use only pesticides registered with the EPA and NY State for the use intended, including labels and material safety data sheets for each pesticide, 3) comply with all applicable federal, state, local and installation laws, regulations and standards, 4) conduct all work in a safe manner and comply with installation requirements, 5) not mix or store any pesticide or pest control items on the installation, 6) perform work during regular working hours, 7:45 am-4:30 pm, Monday Friday, 7) prepare, submit, and maintain daily records and reports, 8) schedule and arrange work so as to cause the least interference with the normal occurrence of Government business and mission, 9) perform unscheduled services as initiated by issuance of approved service orders, 10) provide surveillance/inspection and pest control services on a scheduled and unscheduled basis, 11) supply all fuel, water, lubricants, and spare parts; provide repair and maintenance as necessary to keep all equipment in good operating condition, and take appropriate action during breakdowns or malfunctions, 12) perform follow-up inspections and control procedures until the acceptable level of control is achieved, 13) assign a project manager, 14) develop and submit a quality control plan, an annual maintenance plan and a written safety plan.
