Description
The contractor shall provide all, labor, materials, transportation, equipment, tools, supervision, and management efforts necessary to perform indoor and outdoor pest control services at the Naval Submarine Base New London, Groton, CT. The Contractor shall provide pest control services to prevent and control pests, including but not limited to cockroaches, termites, ants fleas, silverfish, stored product pests, mosquitoes, mice, rats, bats, feral dogs and cats and other vertebrates, bees, wasps, pigeons and nuisance birds. The contractor shall be licensed by the applicable state agency to provide pest control in the categories of work specified in the contract. All work shall be performed by responsible state certified individual(s) in accordance with federal, state, local, and installation laws and requirements. All pesticides shall be procured, handled, and applied in strict accordance with the manufacturer?s label, which shall be registered with the Environmental Protection Agency. The contractor shall obtain all necessary state and federal permits to control protected species. This contract will be a Firm Fixed Price/Indefinite Quantity contract consisting of a base and four (4) option periods to be exercised by the Government if found to be in its best interest. The NAICS Code is 561710 and has a Small Business Size Standard of $6.5 million. This contract will be placed on the DOD E-Mall. Contractors will be required to comply with E-Mall requirements. This will be a performance based contract awarded to the Lowest Price Technically Acceptable offeror.     SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: The selection will be based on the following criteria: Factor A: Technical Approach, Factor B:     Price. The technical factor is of equal importance to price. The approximate date for release of the Request for Proposals (RFP) is 15 September 2006. This solicitation will be available in electronic format only. All documents will be in Adobe Acrobat (.pdf) file format via the Internet. Prospective bidders must register for this project on the NAVFAC Electronic Solicitation Internet web site, www.esol.navfac.navy.mil to receive notification of availability of solicitation documents. Description
The United States Department of Agriculture?s, Agriculture Research Service, intends to issue a Request for Quotation (RFQ) for Integrated Pest Management Services for the Beltsville Agriculture Research Center (BARC), the U.S. National Arboretum (USNA), Glenn Dale and the National Agriculture Library (NAL) located in Beltsville, MD and Washington, DC.    

The period of performance will be from September 15, 2006 through September 14, 2007, with an additional four (4), 12-month option periods.     The North American Industry Classification System (NAICS) code is 561710 and the annual size standard is $6.0 million.     This acquisition will be procured as Unrestricted, under the Small Business Competitiveness Demonstration Program.     The RFQ is being issued in accordance with FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures, and is incorporating clauses and provisions through FAC 2005-11.    

The solicitation will be available to interested parties through electronic data exchange only.     The internet address is www.fedbizopps.gov.     Notification of any changes (amendments) to this solicitation shall be made via the internet.     The solicitation will be released (ready for downloading) on or about July 28, 2006.     A site visit will be held on August 7, 2006.     Quotations will be due on August 16, 2006.     All interested parties are encouraged to attend the site visit.     All responsible sources may submit a written quotation which shall be considered by the agency.     Anticipated award date is no later than September 15, 2006.
